USS Samantha Carter is the most powerful flagship in the Neutral Alliance, and also it serve as Mobile Headquarter when many leader are meeting as their original Headquarter was attack by Lowee Army during Operation: Heart of Neutral, this Super Battlecruiser was design to engage large fleet of foe, as well as prison ship that capture many people for test some experiment such as Project Super Drug code 370-MH were using to infected people of Lowee Empire that using as one of sci-fi cliche were Great Galactic Civilization would falling by plague, and also the ship is contain with most advanced technology that include with X-700 Superplasma Launcher, a cannon similar to Defense Program that powerful enough to destroy Executor in 2 - 3 shot, Flak Torpedo Launcher, Advanced Drone Launcher and 'Dark Gilder' Stealth Fighter Project that capable same as SJ-9 were make enemy can't destroyed it.

K.O. System is automatic auto-aim turret that operate over this ship have suffer to due AI have quick to shoot at direct were projectile are slower to hit the fighters when fly side to side, as K.O. System was in the center of the ship, if disabled will cause entire ship can't using Anti-Air Defense against them though their backup was keyboard around the ship that can reboot to maximum level of weapon system that any keyboard can access to core computer. A Flak Torpedo are ineffective to against Lowee Advanced Fighter like SJ-9 because of slower projectile to hit and that torpedo is not a missile which they can't lock-on them. The Great Mind Trick was make as more powerful than Samantha because they have using Mind Control and Planet confusion which lead the enemy can't compare to ship and planet.
